Две предыдущие записи (часть 1 и часть 2) на эту тему получились объемные, поэтому я решила здесь еще раз перечислить основные термины (в паре английский-русский) с определениями. Напомню, в основе соответствия лежит совпадение определений терминов, данных в официальных законодательных актах и нормативных документах.

1) medicinal product

(a) Any substance or combination of substances presented as having properties for treating or preventing disease in human beings; or
(b) Any substance or combination of substances which may be used in or administered to human beings either with a view to restoring, correcting or modifying physiological functions by exerting a pharmacological, immunological or metabolic action, or to making a medical diagnosis. (Directive 2011/83/EC)

drug

A substance recognized by an official pharmacopoeia or formulary.
A substance intended for use in the diagnosis, cure, mitigation, treatment, or prevention of disease.
A substance (other than food) intended to affect the structure or any function of the body.
A substance intended for use as a component of a medicine but not a device or a component, part or accessory of a device.
Biological products are included within this definition and are generally covered by the same laws and regulations, but differences exist regarding their manufacturing processes (chemical process versus biological process.) (FDA)

Лекарственные средства — вещества или их комбинации, вступающие в контакт с организмом человека или животного, проникающие в органы, ткани организма человека или животного, применяемые для профилактики, диагностики (за исключением веществ или их комбинаций, не контактирующих с организмом человека или животного), лечения заболевания, реабилитации, для сохранения, предотвращения или прерывания беременности и полученные из крови, плазмы крови, из органов, тканей организма человека или животного, растений, минералов методами синтеза или с применением биологических технологий. 2) drug product

The finished dosage form that contains a drug substance, generally, but not necessarily in association with other active or inactive ingredients. (FDA)

Лекарственные препараты — лекарственные средства в виде лекарственных форм, применяемые для профилактики, диагностики, лечения заболевания, реабилитации, для сохранения, предотвращения или прерывания беременности. (Федеральный закон N 61-ФЗ)

3) active substance

Any substance or mixture of substances intended to be used in the manufacture of a medicinal product and that, when used in its production, becomes an active ingredient of that product intended to exert a pharmacological, immunological or metabolic action with a view to restoring, correcting or modifying physiological functions or to make a medical diagnosis. (Directive 2011/83/EC)

active pharmaceutical ingredient

Any substance that is represented for use in a drug and that, when used in the manufacturing, processing, or packaging of a drug, becomes an active ingredient or a finished dosage form of the drug. Such substances are intended to furnish pharmacological activity or other direct effect in the diagnosis, cure, mitigation, treatment or prevention of disease, or to affect the structure and function of the body of humans or other animals. APIs include substances manufactured by processes such as (1) chemical synthesis; (2) fermentation; (3) recombinant DNA or other biotechnology methods; (4) isolation/recovery from natural sources; or (5) any combination of these processes. A substance used in a finished pharmaceutical product (FPP), intended to furnish pharmacological activity or to otherwise have direct effect in the diagnosis, cure, mitigation, treatment or prevention of disease, or to have direct effect in restoring, correcting or modifying physiological functions in human beings. 4) active ingredient

According to 21 CFR 210.3(b)(7), an active ingredient is any component of a drug product intended to furnish pharmacological activity or other direct effect in the diagnosis, cure, mitigation, treatment, or prevention of disease, or to affect the structure or any function of the body of humans or other animals. Active ingredients include those components of the product that may undergo chemical change during the manufacture of the drug product and be present in the drug product in a modified form intended to furnish the specified activity or effect. 5) medical device

‘Medical device’ means any instrument, apparatus, appliance, software, material or other article, whether used alone or in combination, including the software intended by its manufacturer to be used specifically for diagnostic and/or therapeutic purposes and necessary for its proper application, intended by the manufacturer to be used for human beings for the purpose of:
— diagnosis, prevention, monitoring, treatment or alleviation of disease,

— diagnosis, monitoring, treatment, alleviation of or compensation for an injury or handicap,

— investigation, replacement or modification of the anatomy or of a physiological process,
— control of conception,

and which does not achieve its principal intended action in or on the human body by pharmacological, immunological or metabolic means, but which may be assisted in its function by such means; (Directive 93/42/EC)

медицинское изделие (изделие медицинского назначения)

Медицинскими изделиями являются любые инструменты, аппараты, приборы, оборудование, материалы и прочие изделия, применяемые в медицинских целях отдельно или в сочетании между собой, а также вместе с другими принадлежностями, необходимыми для применения указанных изделий по назначению, включая специальное программное обеспечение, и предназначенные производителем для профилактики, диагностики, лечения и медицинской реабилитации заболеваний, мониторинга состояния организма человека, проведения медицинских исследований, восстановления, замещения, изменения анатомической структуры или физиологических функций организма, предотвращения или прерывания беременности, функциональное назначение которых не реализуется путем фармакологического, иммунологического, генетического или метаболического воздействия на организм человека.
